Florida Rep. Matt Gaetz Intros ‘HARRIS Act’ To End Tax Breaks For Non-Profits Assisting Illegal Immigration

Congressman Matt Gaetz (FL-01) introduced the “Helping Americans by Restricting Resources to Immigrant Services Act” (HARRIS Act) this week.

If passed, this legislation would revoke tax-exempt status for non-governmental organizations (NGOs), nonprofits, and other groups that dedicate significant resources to providing goods and services to undocumented immigrants.

The bill is co-sponsored by Representatives Randy Weber (TX-14), Lauren Boebert (CO-03), and Andy Biggs (AZ-05).

Earlier this month, Rep. Gaetz introduced the “Blocking Assistance and Resources to Restrict Illegal Entry and Residency (BARRIER) Act,” which seeks to cut federal funding to organizations that aid migrants in entering or staying in the U.S. illegally.

Together, these bills aim to dismantle public-private partnerships that, according to Gaetz, have facilitated the unauthorized entry of millions across the southern border.

“NGOs and non-profits that enable the Biden-Harris administration’s mass-migration policies – by focusing primarily on providing assistance to those who have broken federal immigration law – should not be receiving tax breaks. My legislation, the HARRIS Act, will strip tax-exempt status from organizations aiding and abetting the U.S. border invasion. If non-profits want special treatment under our tax code, they should focus on doing genuine charity for genuine Americans, not illegal aliens,” said Gaetz.

HARRIS Act of 2024 Summary

The HARRIS Act would amend the Internal Revenue Code to restrict tax-exempt status for entities that provide substantial resources to non-U.S. citizens or nationals, effective from the date of enactment.

This legislation was referred to the appropriate House committee for consideration.
